        This Hubbard directive was written at the height of the Snow White operation against the US Government. The reason behind the Secret designation is unclear - was it to limit distribution inside or outside Scientology?

      :      In dealing with governments, one would usually go on the
      : theory that the government has stupidly accepted false
      : information into its files and is riding or leaning on one
      : because of it.  This would be a relatively sane
      : interpretation.
      


        The US Government may be surprised to learn that they have stupidly accepted "false information". The premise of Snow White was to find an purge this "false information" from Government files. Much to Scientology's chagrin, the US Government disagreed with Scientology's opinion of the content of their files and the methods used to "correct" them.

        Note also that Hubbard does not single out the US Government. This Hubbard doctrine applies to all governments which may harbor information that Scientology deems to be "false" or the basis of an "attack" on Scientology.

        Hubbard puts forward his well-worn conspiracy theory that a Suppressive may be using their position in government to spread lies in an attempt to smear Scientology. Hubbard failed to recognize that Scientology's actions outside the law were the source of these "false reports" and that one of government's functions is to have a long memory of past transgressions.

        Here, Hubbard intimates that an insane government employee may be manufacturing lies about Scientology, thus "DAing" them is fruitless. "DAing" refers to "Dead Agent"[ing], the Scientology practice of attacking the source(s) of information critical of Scientology, rather than addressing the criticism itself. The term comes from Sun Tzu's Art of War, a book Hubbard used to fashion his paramilitary Sea Organization. (OSA is staffed by Sea Org members). Tzu describes a method for discrediting an information source to the point that people no longer believe anything the source says, or in the best outcome kill the source (a dead agent). Hubbard took Tzu's description to heart, using it as the basis for dealing with virtually all criticism of Scientology.

        Hubbard instructs his followers to use the Freedom of Information Act to find "false reports" against Scientology. The Church of Scientology was a factor behind the passage of the Freedom of Information Act. The Church uses the Act to investigate government files for "false reports", sometimes suing to have the records "cleansed". The Church has probably filed more FOIA requests than any other organization. Under Hubbard's "Exchange Policy" (See Principles of Government), Scientology should rightfully bear the burden they have placed on taxpayers with their aggressive investigations.

        This is Hubbard's "Filing System from Hell". He proposes getting all documents in the Government's possession through the FOIA. This single sentence from Hubbard is responsible for an enormous burden on the US Government and the taxpayers.

        While it is reasonable to ask for documents directly relating to Scientology, Hubbard's directive goes a step further. It's akin to an information witch-hunt in the Federal Archives. These are investigators gone mad, looking for chimeral "unrevealed additional documents".

        Hubbard often used a style of single-sentence paragraphs. Perhaps Hubbard used this style to e-m-p-h-a-s-i-z-e   e-v-e-r-y   t-h-o-u-g-h-t. Perhaps Hubbard, in a holdover from his previous career as a penny-a-word sci-fi writer, couldn't be bothered to back up and edit for readability. Another possibility is that Hubbard had difficulty grouping his thoughts into a coherent paragraph that didn't meander like a small stream on a flat plain - putting one sentence in each paragraph solves this coherency problem.

        Hubbard applies more of his "Organizational Tech", treating the government as an insane person. According to Hubbard, insanity is caused by false intention (for example, someone wanting to investigate Scientology) held by one person. Hubbard is instructing his followers to find the one person in the government that is responsible for the suppression of Scientology. Hubbard is telling his followers to investigate government employees. According to the New York Times, harrassing investigations of IRS officers may have been a factor in the granting of tax-exempt status to Scientology.

        Hubbard is having trouble grouping his thoughts into coherent paragraphs. All of these one or two-sentence paragraphs may be showing that his mind is not very disciplined or at worst, schizophrenic. Another explanation may be that he always scribbled notes on a notepad. Editting those notes once they were written down was difficult. One can only wonder what Scientology may have been if Hubbard had a notebook computer with a backspace key.

        Hubbard states that Government is insane. Hubbard also declares Government to be insane in OSA Network Order 17.

        Here, Hubbard authorizes OSA to "Dead Agent" government officials as a means to "cool them down". Some have speculated that Scientology may have "Dead Agented" officials at the IRS, "cooling them down" by investigating them and threatening to reveal their "crimes".

        Standard Dead Agent Tech states that a criminal (essentially anyone opposed to Scientology), once confronted with "evidence" of their "crimes", will cease attacking Scientology. This evidence may be obtained by private investigators and then is "spun" by OSA to show the target in the worst possible light. This is the basis of Scientology's smear campaigns against its critics. For examples, the reader is directed to alt.religion.scientology, where such antics are fairly commonplace. When the facts of an argument cannot be refuted, ad hominem [arguing against the man] is used. For example, Dennis Erlich, a former highly-placed technical staff member, is refuted by Scientologists calling him a "deadbeat dad". In fact his ex-wife hid herself and the child from him (in violation of the court order), making it impossible for him to pay child support.

        To Hubbard's followers, any document that "attacks" Scientology is "crazy". By labelling the documents "crazy", Scientologist now have justification for whatever means is necessary to purge these "crazy" documents from the government archives. The purpose of Scientology is to create a world that is free of insanity - free from "crazy" attacks on Scientology.

        Hubbard invents a strawman to make his point. The effect of the strawman is intended to raise the righteous indignation of his followers.

        Hubbard wants his followers, using the Freedom of Information Act, to search backwards in time for the earliest example of an attack on Scientology. This is similar to Hubbard's hypothesis of "auditing" a chain of "engrams", only in this case applying the idea to government documents.

        Hubbard's "File System from Hell" is to be used to cross reference "crazy" documents held by the Government. Once these documents are found and Dead Agented (publicised - see the Black Propaganda ), Hubbard says the false reports against Scientology will cease to be a threat. Of course, Hubbard does not consider that the documents may contain the truth - Hubbard fights the source of the information, rather than the information itself..

        Hubbard again claims that a government worker is willfully manufacturing false information against Scientology, due to some nefarious intent that Hubbard has not yet found. Hubbard's faith in his "technology" is evident as he predicts that they will find the source of this government conspiracy against Scientology.

        It should be mentioned that many employees of the US Internal Revenue Service were "investigated" for "crimes" by Scientology. In the IRS/Scientology settling agreement, Scientology agreed to stop investigating IRS agents, so harrassment of government employees was a factor in the settlement.

        It is official "Church" policy that:

        1. A government employee is creating false information.
        2. This employee has a hidden intent against Scientology.
        3. The Freedom of Information Act is to be (ab)used to find this false information.
        4. This "false" information is to be found and Dead Agented.
        5. The government employee generating this "false" information is to be Dead Agented (attacked) as well.

        1. L. Ron Hubbard dictates to the Church of Scientology International.
        2. CSI dictates to Jane Kember (?) [Worldwide Guardian or head of G.O.].
        3. jk dictates to "ta", who is probably the person charged with typesetting this OSA Network Order. Note: typographical errors appear in the original.

        Hubbard is clearly controlling the actions of the Guardian's Office, despite Scientology's claims to the contrary during the Snow White trial. Hubbard also controlled the Office of Special Affairs.

        I'm unsure of the meaning of the final colon. Perhaps there was someone else in the chain.
