OSA Network Orders


      The Office of Special Affairs is Scientology's Secret Service. OSA is officially the Church's "terminal" [communications point] for non-Scientologists, including government, the media, and the general public. Internally known as "Department 20", OSA is charged with favorable Public Relations (PR), investigating threats to Scientology, and then "handling" [neutralizing] those threats.

      Department 20 was responsible for Operation Snow White, an ill-advised scheme to purge US Government files of "Black" information against Scientology. Scientology was caught in the late 1970s, and many Scientologists in the Guardian Office (Department 20's name at the time) went to prison. Mary Sue Hubbard, Worldwide Guardian and wife of L. Ron Hubbard, was denounced by the Church and declared a Suppressive Person in a sham attempt by Scientology to "come clean". In fact, Mary Sue Hubbard lives quite comfortably and free from standard Suppressive Person "handling" by the Church, and may perhaps be the beneficiary of a secret deal which transferred Hubbard's copyrights to the Religious Technology Corporation.

      Several facts become clear upon reading these OSA Network Orders. These Network Orders show that the lawyers and Public Relations personnel of Scientology are not telling the truth on a significant number of points:

      • Scientology lawyers claimed that Hubbard never directed the affairs of OSA. In fact, Hubbard is seen as writing Orders for GO (and OSA).
      • Scientology lawyers claimed that Mary Sue Hubbard was fully responsible for Snow White. In fact, MSH's initials (even though she was Guardian Worldwide) never once appear on any of the Network Orders. However, "LRH" appears on every one of them.
      • Scientology claimed that the GO was disbanded. In fact it was not. Many of these OSA Network Orders are recycled Guardian Office orders and are official Church policy. The Office of Special Affairs, like the Phoenix, arose from the ashes of the Guardian's Office.
      • Scientology claimed that the GO "Suppressives" were expelled. In fact, they were not. Mary Sue Hubbard does not appear on any Suppressive Person Declaration Order. One G.O. operative now heads Scientology's efforts in Columbia. Many of the G.O. names continue to appear in Scientology publications. A recent investigation (alternate link) by a group of Internet critics shows that several Scientologists involved in Snow White still hold staff or management positions, and a great many are still involved in Scientology.

      These OSA Network Orders are being used by Scientology today whenever OSA deals with critics, the Government, or the general public. As can be seen from the Orders, Hubbard cultivates sedition, conspiracy, libel, paranoia, and disrespect for law and order within G.O./OSA. He also expounds on the conspiracy against Scientology and the insanity of Government, feeding OSA's false sense of "religious persecution". Hubbard never cancelled these documents, and they form part of the unchanging "scriptures" that guide the actions of Scientology.


      Scientology Attacks this Page

      Suppose that a company documents an illegal process they are using. For example, maybe a large tobacco company has found a way to make cigarettes more addictive. Further suppose that these documents are anonymously sent to a reporter, perhaps by a disgruntled ex-employee. To tell the story, the reporter must extensively quote the documents. Now, imagine the tobacco company threatening to sue the reporter and newspaper for copyright infringement and/or Trade Secret misappropriation.

      Hubbard said "The law may be easily used to harrass" critics of Scientology. True to form, rather than discuss why the information and analyses on these pages is incorrect, Scientology in the guise of the LRH Library directed their lawyer, Helena Kobrin, to send an e-mail message threatening a lawsuit unless I took this information down.

      In reply, I sought proof beyond their simple assertion of ownership, as well as explained my position with respect to the Fair Use section of copyright law that specifically allows non-commercial and educational use of an unpublished work for the purposes of commentary.

      In a recent summary judgement, the registrations of similar documents which were copyrighted after 1983 have lost their presumption of prima facie evidence of validity, in that the documents may have slipped into the public domain. In this case, the original G.O. documents have remained "unregistered" for 25-30 years, while the most recent copyright (but not registration) occurred three years after Hubbard's death. These Network Orders may be part of those works which Robert Vaughn Young testifies had fallen into the public domain. RVY was an employee of Author Services, Inc. (predecessor to the LRH Library) in 1983 when ASI discovered the lapse of copyright and began wholesale copyrighting of all works, regardless of public domain status. However, the law is very clear - once something is in the public domain, it cannot be copyrighted.

      The reply from Ms. Kobrin made it clear the LRH Library felt that wholesale quoting of LRH Library materials was over the top. Therefore, much of the allegedly infringing material is now rendered as '#' characters and paraphrase fills in the gaps. I have reduced the quoted material to the minimum that I feel is necessary to make my points, which are:

      1. old Guardian's Office material was simply recycled and is used by OSA today.
      2. Hubbard was indeed responsible for the G.O.'s actions (including Snow White).
      3. Scientology's anti-social behavior is due to policy and not because nefarious suppressive persons stole the G.O./OSA helm while nobody was looking.

      Heavy-handed attacks by Scientology do not go unnoticed. Many people feel moral outrage when information which may reveal criminal behavior is suppressed in this manner by a wealthy and litigious corporation. The Internet responded by mirroring the OSA Network Order pages in Canada, Switzerland, and the U.K. Beyond reporting the attack on this page, I have not asked anyone to mirror this page for me since the LRH Library may have a valid copyright claim. If this were a high-stakes poker game, I would need $80,000 to cover the LRH Library's initial bet. Even then I would not break even. This isn't a game I want to play, so I must fold. This is what Hubbard meant by saying "the law may be easily used to harrass".
